Will these fit flexi pipes in a new building?

Yes - Park Lane radiator uses standard connection threads that are compatible with the kinds of valves (15mm) and flexi‐pipes you’d normally use. As long as the pipe centres, valve type, flexi length & rating, and the plumbing align properly, you should be able to fit this radiator with flexi‐pipes in a new build.
